Legislative Wrap Up: Concluding the 57th Legislature, 2nd Regular Session


Session by Numbers


The State Legislature adjourned sine die early Saturday (June 13th) morning after a failure to secure a bipartisan compromise on Empowerment Scholarship Account (ESA) reforms led the Legislative Majority to send a number of education-related referrals to the ballot. The Legislature adjourning sine die on June 13th means that the General Effective Date - when all bills whose effective date is not specifically stated will become effective - is September 12, 2026. Further, last week’s sine die seems to put the Governor’s deadline to sign or veto bills at June 25, 2026.

Budget Updates

 

This budget was one of the most bipartisan budgets passed in the past 20 years, and this bipartisanship led to a relatively smooth budget process. The Association secured a number of important county budget items, including:


 Probation Officer Salary Costs 

  • Includes $10.46M in additional funding for probation line items for FY 2027.

  • Appropriation is $10.46M one-time in FY 2027, reduced to $0 in FY 2028 but then set at $10.46M ongoing in FY 2029.


 CORP Employer Contribution Increase Funding 

  • Includes $377,100 to ADOA for counties

  • Distributes fixed amounts to each county based on FY25 data from PSPRS.


 Opioid Settlement Monies ELR Excludability 

  • Includes one-time penalty relief for the expenditure of opioid settlement funds in FY 2027

  • Amends statute to prohibit local government opioid settlement funds for safer smoking equipment


☑ Arizona Long Term Care System (ALTCS) Contribution Revision

  • Revises total county ALTCS contributions to $445.8M, down ($4.3M) from the Joint Legislative Budget Committee (JLBC) Baseline following correction to county model.

  • Does not include any other increases above the Baseline 


 Flexibility Language 

  • As session law, allows counties with under 250,000 persons to use up to $1.25M of any county funds to meet any county fiscal obligation

  • Counties are still required to report to the JLBC by October 1, 2026, if the county used the flexibility language and if so, the specific amount and source of revenue used


 Protection of County Pass-Throughs

  • Continues other ongoing payments to counties including appropriations to maintain essential county services and to defray the increased cost of Elected Officials Retirement Plan (EORP) contributions.



CSA Priorities


Of the 9 Association priorities introduced this legislative session, 7 of the bills have been signed. These bills covered a variety of topics, including elections, county seal protections, tax lien sales, consumer protections for residential rooftop solar, intergovernmental agreements, and public and semi-public cold plunges.


The two bills that did not pass were 1) an appropriation for wildfire prevention and 2) expanding the state emergency council to include local representation.

  • The budget bills outline an $18.3 billion spending plan for FY 2027 and include federal tax conformity, a three-year moratorium on new data center sales tax exemptions, a 4% corrections officer salary increase, and select investments in child safety operations, victims of crime assistance funding, and wildfire suppression efforts.


  • Please find our Updated Revenue and Expenditure Report for FY 2027, which our team updates after the passage of the budget, at https://www.countysupervisors.org/publications/revenue-expenditure-report. Changes are as follows

    • Updated ADOR Tax Administration System Fee for Local Governments: Local government fee for the ADOR tax system modernization is set at $1.27M in FY27 (Baseline level was $6.5M)

    • Final County Payments to AHCCCS: Total county contributions to AHCCCS are set at $493.5M in the FY27 enacted budget

Preparing for the Interim: CSA Biweekly Update


Now that the legislative session has come to an end, the Association is celebrating by preparing briefings for the counties, summarizing the legislatures actions, and preparing legislative proposals for the 2027 legislative session! As staff prepares those documents and for county outreach, the Association will be moving to a biweekly newsletter. We look forward to updating you every two weeks!

In October 2026, Supervisors from across the state will meet in Coconino County for the Annual CSA Policy Summit. The 61 county supervisors use this event to vote on the Association's 2027 legislative, budget, and research agendas. Registration details will be out soon. As of June 13th, 2026, at 4:45 AM the Arizona State Legislature completed its duties for the 57th Legislature, 2nd Regular Session and adjourned sine die. The Governor still has until the end of this week to sign bills, but in the meantime, we want to congratulate everyone on completing another legislative session!
