On the Road Again: CSA staff criss-cross the state to brief Boards and staff.


North of the border, south of the Valley:

Last week, on July 23rd, County Supervisors Association (CSA) President (and Yuma County Supervisor) Lynne Pancrazi and County Managers and Administrators (and Gila County Manager) James Menlove traveled to Santa Cruz County with CSA staff to brief their Board on the Association's work in the last fiscal year.


While in Santa Cruz County, the Association took time to honor State Senator Rosanna Gabaldón (LD 21) with its "Good Government Award." Senator Gabaldón, who occupies the position of Senate Minority Whip in the Senate Democratic Caucus, is a resident of southern Arizona and one of the legislators representing Santa Cruz County. The Senator has consistently made time to speak to Association staff about legislation of interest, and remains one of the minority of legislators representing rural communities at the state's Capitol.

A highlight of each interim is the opportunity to visit with professional staff to share what happened - what policies were passed and what priorities were funded - during the recent Legislative Session. Each year, the Association partners with the League of Arizona Cities and Towns to present a Legislative Report at the Arizona City/County Managers Association Summer Meeting in Tucson Arizona.


This year, Executive Director Craig Sullivan presented with LACT Deputy Director Rene Guillen.

Do you feel like the Legislative Session was too short? Do you feel like the session went by so fast that you can't remember much of it? Did you enjoy it so much, you just want to do it all over again?


If the answer to any of these questions is "Yes!" - you're in luck! CSA staff have recently concluded work on the 2025 CSA Legislative Summary.


The Summary contains: (a) a narrative of the 2025 legislative session, (b) an overview of county-relevant items in the recently-enacted FY 2026 budget, (c) in-depth looks at all of the bills that touch county operations (including summaries, effective dates, and clickable links to relevant statute and the laws themselves), and (d) brief summaries of the referrals that voters will see on their ballots during the 2026 General Election.


Reminder, the General Effective Date for bills passed during the 2025 Legislative Session is September 26, 2025!

Get a head-start on the 2026 Legislative Session: The Association's window for submitting

policy proposals closes on August 4th, 2025!

As this legislative session draws ever closer to an end, Association staff has begun preparations for the CSA Policy Summit in October. To prepare for the Policy Summit, we would like to provide a quick timeline reminder for submitting policy and resolution proposals.


Proposals are due August 4th, 2025. These proposals provide County Supervisors and staff an opportunity to propose solutions to improve efficient, responsive delivery of county government services. Beginning with the receipt of county proposals, Association staff will undergo a process of collaborating with the relevant county, contacting stakeholders, and developing background materials. An in-depth report on the proposals, as well as a packet with Association fact sheets, will be available for the September meeting of the CSA Board of Directors. This will give member counties time to deliberate the proposals ahead of the 2025 CSA Summit in late-October.


Please be sure to communicate with your fellow supervisors, as approval by the majority of the County Board of Supervisors is necessary for a policy proposal to be carried forward.
