Special Session Next Week?

As has been reported, the Governor and legislative leaders targeted next week for a special session to address select items associated with the state’s fiscal shortfall. Conventional wisdom advises that the formal call for special session will not be issued until legislative leadership can secure sufficient votes to pass the measures.  Their task is complicated by multiple factors, including availability of legislators and differing opinions within the majority caucus regarding how much of the current year deficit to address.  Press reports and CSA conversations with legislators and staff reveal significant uncertainty as to whether the job will get done next week, and some are speculating action may be moved to the week of Thanksgiving. 

Also of interest, there is a desire to engineer the special session to last only one day. Doing so would require bipartisan agreement to suspend procedural rules.  We will report updates on the status of the special session as information becomes available.

Key Legislative Dates for the 2010 Session
 
Preparation for the legislative session is already underway! Pre-filing for bills with Legislative Council begins on November 15, and state agencies must have their bill requests in to the Governor by November 16 at 5:00 p.m.
 
 
 
Other important dates in 2010's legislative timeline:
  • January 11, 2010-Session Begins
  • January 14, 2010-Seven Bill Introduction Limit Takes Effect in House (5:00 p.m.)
  • January 18, 2010-Last Day for Senate Bill Requests to be Submitted to Legislative Council (5:00 p.m.)
  • January 25, 2010-Last Day for House Bill Requests--Senate Intro Sets Delivered
  • February 1, 2010-Last Day for Senate Bills to be Introduced-House Intro Sets Delivered
  • February 8, 2010-Last Day for House Bills to be Introduced
 
Reports from the Capitol indicate that committee hearings in the House and Senate will proceed normally, although dates and deadlines for the committee hearings have not yet been released.

Air Force to Open Public Comment on F-35 Fighter Jet Placement
 
The United States Air Force is looking for a home base for its next generation F-35 Lightning II Joint Strike Fighter Jet, and some of Arizona's military installments are among the top contenders.
 
The Department of Defense is in the process of selecting training bases and operations bases that will serve the F-35. Eleven locations have been selected so far: for training, Boise Air Terminal Air Guard Station, Idaho; Eglin Air Force Base, Florida; Holloman AFB, New Mexico; Luke Air Force Base, Arizona; and Tucson International Airport Air Guard Station, Arizona. The six bases selected as candidate bases for operations are: Burlington International Airport Guard Station, Vermont; Hill Air Force Base, Utah; Jacksonville International Airport Air Guard Station, Florida; Mountain Home Air Force Base, Idaho; Shaw Air Force Base, South Carolina; and McEntire Air Guard Base, South Carolina.
 
The Air Force is finishing a nine-month strategic review that informed the final base selection. Basing criteria include airspace, flight training ranges, weather, support facilities and runways. 
 
The next phase of the decision process is an environmental impact study and an opportunity for the public to comment. Environmental impact assessments will focus on residential impacts, air quality and noise. The Air Force is expected to open the plan for public comment in December, and at least three comment sessions will be held in the metro Phoenix area.
 
The Air Force could select the placements for the F-35 as early as next year. The Air Force is expecting a new fleet of 300 F-35's to roll out of between 2013 and 2017.
