Budget Update: Special Session By September 30? The enacted provisions of the budget included nearly $20 million in county impacts, including a shift of $14 million in county transportation funds to DPS, increasing local shares of salaries for Justices of the Peace and increased cost for local governments associated with the Arizona State Hospital. The vetoed bill (SB 1025) contained additional county impacts including a $22 million transfer from Maricopa and Pima counties as well a reduction in the class one assessment ratio for future voter-approved bonds and overrides (to view CSA's analysis of county impacts in the FY10 budget as signed and vetoed on Sept. 4th, click here).
The Governor also pointed to a number of agencies, including the Departments of Housing, Revenue, and Transportation, who would be impacted be the veto of SB 1025, and she asked the legislature to return the provisions relating to those agencies to her by September 30th. The Governor also indicted that she would like to see Rio Nuevo reforms and the $22 million transfers from Maricopa and Pima counties in the final budget measures.
Sending the bills back to Brewer would require another special legislative session. Legislators this week got a briefing from the Joint Legislative Budget Committee on the status of the budget after the veto. Leadership is assessing the impact of the Governor's vetoes and evaluating their next steps.

With the opening of early registration for http://www.federalreporting.gov/ on Aug. 17 and the increase in outflow of Recovery Act funding, the Oct. 10 reporting deadline for all recipients approaches. On Sept. 17, the National Association of Counties (NACo) will host the “Essentials of Recovery Act Reporting” webinar to provide updated information for recipient counties to help meet reporting requirements. Among the topics that will be discussed is the White House Office of Management and Budget’s anticipated deployment of the federal government liaison network. These experienced federal employees will serve as field representatives to assist Recovery Act funding recipients through the reporting process. NACo, in partnership with the Alliance to Save Energy, and the American Council on Renewable Energy (ACORE), is supporting an important project to collect U.S. local-level Best Practices in energy efficiency and renewable energy to share with developing nations. With funding and support from the U.S. Department of State, the most innovative and successful programs will be highlighted in a Compendium of Best Practices. The compendium will be used to provide a resource of replicable models for China , India, and other developing countries. This is an opportunity for your county to be recognized as a leader in energy efficiency and clean energy efforts.If your program is selected, you will receive international visibility — the compendium is expected to be used as a U.S. government resource to assist developing countries by showcasing proven programs, policies, or initiatives that are working in the United States. It will be distributed to top government officials and leading private companies via the international networks of REEEP, the Alliance to Save Energy, ACORE, the Asia-Pacific Partnership on Clean Development and Climate (APP) and other networks.
