Register Now for the 2009 Arizona Rural Transportation Summit
The 2009 Arizona Rural Transportation Summit will be held on January 21-23 at the Hon-Dah Resort and Conference Center in the White Mountains.
Navajo County Supervisor Jerry Brownlow, who also serves as the White Mountain Regional Transportation Committee Chairman, said "The upcoming Rural Transportation Summit is one of the most important summits we have had in recent years. It is an opportunity for decisionmakers to come to the table and discuss how we move forward in today's economy. The current economy, the state budget, the downturn in Highway User Revenue Funds, the federal highway re-authorization process, and the proposed stimulus package all have significant impacts on our transportation strategy, and the summit will be a good place to come together and discuss how we move forward. "The summit will feature a presentation by U.S. Department of Transportation Secretary Mary Peters, as well as sessions on federal stimulus dollars, transportation funding options, and public-private partnerships. AZ Dept of Commerce Opens 2009 GADA Round
The Greater Arizona Development Authority (GADA) is pleased to announce the 2009 application round for financial assistance for public infrastructure projects is now open.
Applications for the 2009 round are due no later than 3:00 p.m. on June 26, 2009. Financial assistance, in the form of loans, is available to cities, towns, counties, special districts and tribal governments throughout Arizona.
The Authority expects to fund successful applications for this round with the proceeds of a GADA bond issue in the fall of 2009. Participants in the GADA bond issue typically benefit from competitive interest rates and may receive a cost of issuance subsidy.
Since 1998, GADA bonds have funded more than $375 million in public infrastructure projects, helping Arizona's communities build the roads, public safety and civic facilities necessary for economic development.

Arizona Legislature Prepares for 2009 Session
The 49th Arizona Legislature will convene next Monday, January 12th with the inauguration of new representatives and senators. Governor Janet Napolitano will deliver the annual State of the State address on Monday, although Secretary of State Jan Brewer is expected to take over the office if Napolitano is confirmed as President-elect Obama's Secretary of Homeland Security. Legislative leadership, including Speaker of the House Kirk Adams (R-19) and Senate President Bob Burns (R-9), said that no bills will clear either chamber of the legislature until the budget deficit has been resolved. Both the Speaker and the President have suggested that the Appropriations committees will take a more active role in the budget process, as opposed to the largely closed-door negotiations which took place in past years. Burns explained that in the Senate, standing committees may be used as sub-Appropriations groups with each committee combing through agency and program budgets to look for cuts. Brewer is expected to name former Senate President Ken Bennett as her replacement as Secretary of State on Monday. Governor Napolitano's confirmation hearing in Washington is set for January 15th.

Arizona is the second fastest growing state in the country. Despite the downturn in the economy, Arizona still struggles to balance the benefits of growth with the preservation of the features that attract people to Arizona. The Smart Growth Scorecard is available to aid communities as they lay the foundations for their futures.The application for the Arizona Smart Growth Scorecard is now available online here.The Arizona Smart Growth Scorecard is a community self-evaluation tool to encourage cities, towns, and counties to evaluate and benchmark their growth planning efforts.
