Craig A. Sullivan, Executive Director
Craig is responsible for the all aspects of CSA operations, including member services and the development and implementation of the state and federal legislative program. He also serves as the primary liaison to the National Association of Counties (NACo) and other state associations. His research and advocacy areas include water resources, land use and zoning, taxation, appropriations and ALTCS.
Penny Adams, Director of Finance & County Services
Penny is responsible for managing CSA's financial operations, as well as several affiliate organizations. She oversees the administrative functions of CSA, facilitates the office organizational functions, building maintenance, human resources, conference and meeting planning, and minutes preparation. Penny works with the counties to help implement special research projects and county services, including the NACo steering committee membership.
Todd Madeksza, Director of Legislative Affairs
Todd is responsible for coordinating the CSA policy development process and the state legislative strategy. He also conducts policy research on behalf of member counties, and manages the CSA internship program. His research and advocacy areas include general government, special districts, taxation, planning and zoning, transportation, public works, open meeting/public records and ASRS.
Yvonne Ortega, Administrative Assistant
Yvonne provides "first contact" service to members, county stakeholders and constituents. She is directly responsible for creating a high-quality meeting environment for all activities at the CSA facility. She also supports web-based communications and assists with administrative duties.
